It is not.

But anyway I have a sinking suspicion that any solution that involves
special IPC implemented in C code will prove to be more trouble than
allowing multiple Lisp threads to run simultaneously and interlocking
Emacs itself.  It would require a lot of manpower, but it isn't
impossible: other large programs have been interlocked to run on SMPs,
most notably Unix.
