Sadly, nowadays many people don't read their email or don't reply.
[ IME, more and more people use their email account only as a kind of
authenticator for 2FA or password recovery. 🙁 ]

I'd recommend you open a (very short and focused) issue on the upstream
Github about this, asking for help contacting him, in case he does read
that, or in case someone else reads that who knows another way to
reach him.
BTW, https://github.com/lewang suggests he contributed to something(?)
over there recently (on Sept 25).

Changing the upstream (to `nongnu.git` or anywhere else) due to a new
maintainership is fine, yes.
But of course doing it without the former maintainer's consent is not ideal.
I think it deserves waiting a bit more than a fortnight.
