Fix mode-line display on TTY frames
* lisp/bindings.el (mode-line-frame-control): Remove the leading
'-' before '%F' on TTY frames. It has no real purpose, and looks
ugly nowadays, since it's preceded by a blank, due to the new
min-width feature.
