    Improved `and` and `or` optimisation
    
    * lisp/emacs-lisp/byte-opt.el (byte-optimize-and, byte-optimize-or):
    Rewrite.  Avoid branching on arguments statically known to be true or
    false, and hoist code out to an unconditional prefix when possible.
