You'd need to float the tags to the right; eg:
<html>
<head>
<style>
#d {
width: 100%;
margin-left: 1em;
margin-right: 1em;
}
#t {
float: right;
}
</style>
</head>
<body>
<div id="t">the tags</div>
<div id="d">some title line</div>
</body>
</html>
