What about this:

| Org    | HTML   | LaTeX |
|--------+--------+-------|
| \-     | &shy;  | \-    |
| ~ or   | &nbsp; | ~     |
| --     | -      | --    |
| ---    | --     | ---   |

I'm not sure about the the last two columns.  Maybe it's simpler to
let -- and --- be -- and --- in HTML output as well.
