Hm, almost, but i get the idea!
This still fails (ok its not the same thing :)

** DONE title
   - State "DONE"       [2008-01-16 qua 17:48] \\
     words words words words words words words words

after M-q on the end of 'words line' i get:

** DONE title
   - State "DONE" [2008-01-16 qua 17:48] \\ words words words words words words
     words words

but i'll look into it!

you need to look at the variables paragraph-start and paragraph-
separate.
You can use org-mode-hook to change them.
I believe the following might do the trick


(add-hook 'org-mode-hook
  (lambda ()
    (org-set-local 'paragraph-separate "\f\\|\\*+ \\|[         ]*$\\|
[ \t]*[:|]\\|^[ \t]+\\[[0-9]\\{4\\}-")
