[Orgmode] new version of org-annotate-helper (0.3)

THanks to the help of Carsten, John and Nick we have a new version of
org-annotation-helper.

Perhaps the most important change is the addition of a HTML file. It
will simplify the addition of the bookmarklets. Check it out.
