[O] bug: footnotes do not export to HTML

I find that in recent git org, footnotes do not export to HTML.  The
calls export, but the footnotes do not.

So far I have been able to determine that e01e160 works (.el).  It is
before the recent footnote fixes, but I don't know yet whether they
are related.
