You need to customise org-latex-to-pdf-process.

This is what I use:

(setq org-latex-to-pdf-process
     '("pdflatex -interaction nonstopmode %b"
       "/usr/bin/bibtex %b"
       "pdflatex -interaction nonstopmode %b"
       "pdflatex -interaction nonstopmode %b"))
