could reduce the problem to a small example, seems the table is handled 
differently when using #+call.

direct evaluation:
[['country', 'Schweiz', 'Switzerland']]

using call:
[['field', 'german', 'english'], None, ['country', 'Schweiz', 'Switzerland']]
