I found this:

(setq org-agenda-sticky nil)

to be working, which might indicate a bug in the batch export when using sticky 
agenda views.

So this does what I want:
emacs -batch -l ~/.emacs -eval ' (progn (setq org-agenda-sticky 
nil)(org-batch-agenda "0w"))'
