Actually I can think of at least one use case where you would want that
to be a list.  Say when drafting, you have a list of things you are
discussing, but you have yet to fill in the details and the comment has
some notes/reminder for tomorrow.  In this case, adding missing content
should not change the structure of your document, i.e. join two lists
into one.
