In my example, I did not set the header argument session, and variable
org-babel-default-header-args has the value:
 (:results . "replace")
 (:exports . "code")
 (:cache . "no")
 (:noweb . "no")
 (:hlines . "no")
 (:tangle . "no"))
However, the block still runs.
