[O] :no-expand not working on variables?

Hi

shouldn't the following not give an error from R as it should not be
expanding the variables?

#+PROPERTY: no-expand TRUE
#+PROPERTY: var YEAR=2014

* a noexpand code

#+begin_src R :results output :no-expand
cat(YEAR)
#+end_src

#+RESULTS:
: 2014

The manual states:
