Looks like what I needed was:
1. install emacs-bib
2. in .emacs:
(org-add-link-type "ebib" 'ebib)
(org-add-link-type
"footfullcite" 'ebib
(lambda (path desc format)
(cond
((eq format 'html)
(format "(<cite>%s</cite>)" path))
((eq format 'latex)
(if (or (not desc) (equal 0 (search "footfullcite:" desc)))
(format "\\footfullcite{%s}" path)
(format "\\footfullcite[%s][%s]{%s}"
(cadr (split-string desc ";"))
(car (split-string desc ";")) path))))))
Then I can use [[fullfootcite:gpdi]] to get my footnote citation
