To be sure:

I have a file (modulo scheduling information)

* Line1
#+CATEGORY: one
** TODO very important

* Line2
#+CATEGORY: two
** TODO more stuff

It is expected to see both TODOs in an agenda as:

two:   very important
two:   more stuff

?
