Subtle. Yes, both would be nice, both in the buffer and as an HTML export. I put this

(setq org-list-demote-modify-bullet

          '(("+" . "-") ("-" . "+") ("*" . "+") ("-" . "8594")))

in my init file, but I'm not seeing it as a choice in customize.
