[O] Revisiting moving manual to Org (was: Is it possible to keep /all/ the heading properties in one place?)

It is duplicated effort, but it's not too much beyond a normal backport.
If this is the only issue with moving to Org for the manual, I'd be
happy to take care of it when I backport changes.
