Could you use headings that are ignored to make the layout more obvious?
I do the following in documents, for instance:
--8<---------------cut here---------------start------------->8---
** (new page) :ignoreheading:
#+latex: \newpage
--8<---------------cut here---------------end--------------->8---
with an appropriate filter that removes the headline with the
ignoreheading tag from the export.
