With biblatex you can use \mancite to reset the citation trackers.
Can one workaround this now?
Nothing official I'm afraid. With pandoc there's this simple lua filter: https://github.com/denismaier/pandoc-lua-mancite
Or if not, by adding a "nobib" style per above at some point?
