I would have thought so but my experience has been that it isn't.
Capture buffers, in particular, did not seem to obey my settings.  I'll
play some more later this week and will report back because I possibly
didn't try hard enough...

Yes (if the latter is true).  The defaults generally are fine (in my
experience) for normal sized monitors.
