Yes, and no.
Conversation on org-cite took place on this list for years, with
diverse people, with diverse expertise and POV, cycling in and out
over that time.
John raised the cross-reference question towards the very end, during
the testing period, when it was almost merged.

I still think the path forward on that is TBD, though as I said, I
don't think it should be in scope for org-cite per se, but org more
generally yes.
If he has some other issues (which I suspect he does; maybe related to
fontification?) that might be addressed, I'm sure he'll raise them.
