Does "$" have any special meaning in cmd.exe? I do not mind that it should be inside `format' first argument.
I do not have a Windows machine to test and not motivated enough to try Emacs in wine.
P.S. To avoid tricky escaping I strongly prefer direct exec to shell commands. Unfortunately as soon as TRAMP is involved, shell is the only option. Ssh supports command strings only and passes them to shell.
