When Org file is very personal and location centric, then there is no
need for it.

When Org file has assigned, shared tasks, and is related to other
people in various locations over the world, then it becomes important.

And when people travel from place to place they change time zones. You
changed it personally I bet, sometimes, did you? But as your work is
very personal it does not matter.

A record in Org file must be Org specific record. I guess that with
the general timezone property, such Org file, provided it has all the
same time zone, can have that specific time zone, and if shared to
somebody in other zone, that other person will see accurate time.

Because Org is very much single user centric for majority will not
matter really.

I can just imagine person in Brazil writing time zone records, so it
makes sense to know in which time zone that record was done, as if
somebody reads it in India, it will make less sense and it could cause
confusion.
