May we just support whatever TZ supports (POSIX)?

I was also thinking about ISO 8601, but it interferes with time ranges
(4:00-8:00 may be both "from 2am to 8am" and "4am UTC-08"). Though other
ISO 8601 variants like 4:00-0800 might work.
