It looks like forcer's website has been down for the past week or so.
That's probably what's causing the problem.

If you temporarily set _darcs/prefs/defaultrepo to the following, run
the "darcs send" command, and then change the file back, it should
work.

A solution that didn't involve changing this would be preferable, but
I couldn't find one.
