These three lines
install -m 644 $(ALLSOURCE) $(SITELISP)
install -m 644 $(ALLCOMPILED) $(SITELISP)
install -m 0644 $(DOCDIR)emms.info $(INFODIR)/emms
call the wrong install from make on Cygwin. There should be
/usr/bin/install, too.
