you should contact armand ten doesschate. (address@hidden) 
there was some issue with the savannah server which lost the files, but 
he can supply them directly to you.  armand, why not just re-upload the 
files?

anyway, if you're just looking for a low cost ice - don't don't you 
think the atmel supplied jtag-ice is sufficient?
