Release Notes:
* 3.x version of GNU Freetalk is a continuation of previous loudmouth
based branch. Moving forward tla tree-version will be in sync with the
version numbers.
* This release mostly contains maintenance updates, such as migrating
all deprecated GNU Guile's gh_* to scm_* APIs, build related fixes and
minor bug fixes.
