Those need some content or just be left alone. You can move the bits

Shouldn't be a problem, all the m4 should be expanded in configure. It's
only really a problem if we use weird macros and people try to
re-autogen from the tarball.
So unless I'm mistaken, that should leave:
win32/
xgnokii/docs
and smsd/
to deal with.
