AT+CSCS? queries for the available/supported modes, right? (that the modem supports, or that the network supports?)

Because we have gnokii 0.6.14-1 working fine on another server (with a serial modem and another network provider, though). Debug output from that server:

write: [AT+CSCS?<cr>]
read : [AT+CSCS?<cr><cr><lf>+CSCS: "GSM"<cr><lf><cr><lf>OK<cr><lf>]
Message received: 0x61 / 0x001f
02 41 54 2b 43 53 43 53 3f 0d 0d 0a 2b 43 53 43 |  AT+CSCS?   +CSC

So doesn't the "GSM" above indicate that the SMS is being sent using text mode?

Basically I'm trying to understand why gnokii on the working server ends up with +CSCS: "GSM", but gnokii on the non-working server insists on +CSCS: "IRA".
