Since there is no arch server, there is no way for arch to do that for you.  
What you want to do is set up a daemon on your server that monitors the 
archive for changes and have that generate your mails.

I tried to talk Shu into writing one, when we discussed this very issue 
recently, so hopefully he'll speak up here.
