This is actually quite a tricky question. I've been trying to come up
with a good answer for a while; it's a class of tools to solve a class
of problems, but defining those classes accurately is not easy.

In vague terms, the problem can be described as "Automating the
process of maintaining a release branch". If you'd rather have a trite
definition, my best yet is "Adding centralisation to distributed
development". It may be interesting to see what other people can come
up with.

[Colin's variant is one of the most trivial forms, which happens to be
"At least as good as CVS". It's good enough for most cases. I've been
concentrating on a much more complicated form for a while; my informal
goal is "At least as good as aegis"]
