Huh?  sftp requires a separate binary _on the server_, and must be
enabled in the sshd configuration _on the server_.

It may just be the (pretty trivial) matter of requesting the hosting
service to enable a secure service they didn't know they could
support, but it is not a "local" matter.  Eg, the problems that have
come up wrt to sftp on Savannah are entirely administrative.
