The current tla (from Tom's devo branch) now fails to handle values of
http_proxy that _don't_ have a trailing slash; the following changeset
fixes this (according to rcollins, the standard proxy syntax requires a
trailing slash, strictly speaking, but this restriction is widely
ignored both by software and by users, so it's not practical to enforce
it, and I don't think there's any real gain from doing so):
