There were two cases when in-tree pristines were still being
created (when they shouldn't have been):

`import' unconditionally added an in-tree pristine.
This has been changed:  if you have a greedy library 
that would acquire the needed revision if asked, then
`import' will not make an in-tree pristine.

`get', without `--library', `--hard-links', or `--no-pristine' 
added an in-tree pristine.   This has been changed:  if
`get' makes the requested revision by copying it from a 
library, then it will not add an in-tree pristine.

(In tla--devo--1.1 head, of course.)
