It breaks revision libraries (forcing them to either no longer have like
versions hardlinked or convert the substitution tags in/out whenever
copying anything to and from). It breaks every hardlink-based
optimization. It requires touching files which would be otherwise
completely untouched (making a one-file tla update touch every other
file in the repository).

I'm sure there are other reasons as well.
