It's a semi-requirement. The name is parsed but only approximately.

No, and it should not. That string is a valid package name
(CATEGORY--BRANCH) and we don't want to create an ambiguity. A
string which is a valid archive name must not be a valid category,
package, version, or revision name.
That requirement allows, for example, a command to accept a parameter
which might be an archive name, or might be a package name, and to
recognize automatically which one it got.
