Yes, something in the general area of the RFC has been wanted for a
long time but Cehteh's initiative is the first to suggest specific
details of how it might work.  (I may have initiated the list
discussion in response to the darcs-comparison question but I didn't
initiate the RFC itself.)

I think he mostly wants to keep it mainly on the wiki until the idea
is more cooked.
