[Gnu-arch-users] [BUG] FEATURE PLANS: commit --tagging

Stefan Monnier suggested `commit --base'.  Larch actually
had `commit --continuation'.

This turns out to be a very useful feature (see future feature plans
posts).

So, bring back that functionality as:

        % tla commit --tagging BASE [....]
