Normally, NFS is deployed for networks, but for this purpose, it could actually be run on localhost, bound only to the loopback network device. That would be abusing it as a way of implementing a userland filesystem, but considering the suffering it's put us through, it deserves a little abuse.
If you're implementing a userland filesystem, though, there are easier ways to achieve this; LUFS, FUSE, etc. (Easier to code; harder to install.)
