tla file-find only needs an arch tree to work, at least to find the id
of the requested file.
Most or all other tla commands which need a tree accept a --dir option
which overrides the current working directory.
For consistence, file-find should also accept a --dir option.
Since it is trivial to chdir to the desired directory before running
"tla file-find", that is not a important problem, but that is still a
wart.
