You're probably right (*), but at the time I wasn't much aware of the
split (and it had not been done yet).

(*) depending on the behaviour. I think a libarch should probably
ultimately provide a callback for the 'please create changelog' case
where the frontend to it can code the editor calling when the callback
is called.
