This tree is a newly created tree which I tagged off of my personal
archive. The arch user will host our stable trees. In my own user
account, I can run [ar]browse from any directory it seems.

Do you have the archive registered with a relative path?
Try tla archives
tla requires you to use absolute paths. I think at one point there was a
patch being discussed that would cause tla to automatically expand
relative paths to absolute ones, or at least detect a relative path and
warn you.
To clarify you should have done:
tla register-archive /home/arch/archives/.....
not
tla register-archive archives/.....
(or make-archive, or however the user "arch" got the archive.)
Easiest fix is to just "tla register-archive -f"
