I think since ne_sock_init() is idempotent, it makes more sense to call
it as given in bug 83 which I filed a long time ago (my tla worked with
winsock2).
Also, bug 165 and 194 address related issues, and the code in bug 165
also addresses the issue given by the merge 62, possibly in a cleaner
way since it leaves the default port decision up to libneon.
