Some experimentation on my part, and I was able to reproduce this
exact same error message.  What happened for me at least is the files
are signed by Johannes' 227A1158 subkey, but when gpg tried to
retrieve the key from my default keyserver (pgp.mit.edu), it couldn't
find it.  However, it was available on subkeys.pgp.net.

Since #gnupg's topic says "please use subkeys.pgp.net as your
keyserver.  all others are broken in one way or another", I would
propose either Bug Goo needs to be changed to use that keyserver by
default, or there needs to be an additional way to upload keys to bug
goo (or both).
