It is always read when connecting to an archive. It is verified when
mirroring. When it doesn't match, the error is the one Kevin Geiss got.
See archive.c:

Just having the file means that the archive is treated as a mirror
(no committing).
What *is* important is how you have registered the archives. There are
two possibilities for archive-mirror
That is not the only important thing. The =meta-info/mirror contents is
also important.
