個々の翻訳物は個別のassignを行うようFSFから返事がありました。
assign.translation.manualを利用して、郵送予定です。

I asked what was the best way for you to assign your translations, and
the answer is that we think it would be best for you to sign a separate
copy of assign.translation.manual for each translation. A translation is a
significant amount of work, and the FSF would feel more comfortable having
a separate assignment for each such project.
