SGML-based Unicode input method

This is intended for Emacs 21, but presumably would work with Mule-UCS
in Emacs 20.  It may be useful to people who are more familiar with
the SGML entities than the TeX commands on which latin-ltx.el is
based.  You could add it to the leim/quail directory and modify the
Makefile to build it, or you could load it explicitly.
